BatStateU conducts Seminar-Workshop on Laws and Rules on Government Expenditures & Cash Management and Control System

BatStateU’s Human Resource Management Office (HRMO) headed by its Asst. Director Noel Alberto S. Omandap, conducted a seminar-workshop on Laws and Rules on Government Expenditures & Cash Management and Control System on August 1-3 at the 7th Floor of CIRTC Building, BatStateU Pablo Borbon Main I, Batangas City.

The university’s Executive Committee, Administrative/Finance officers and staff attended the three-day event which aims to foster efficient and effective safeguarding strategies in handling the university’s financial resources. The training will also update the personnel on the latest rules and regulations applicable to accounting and auditing requirements focusing on the statutory and regulatory requirements of finance related government agencies.

The seminar featured keynote discussions by subject matter experts from the Commission on Audit Regional Office No. IV-A. Ms. Heidy M. Barcimo, Stage Auditor V talked about appropriation, allotment, expenditures and disbursement process including the modes of disbursement. Mr. Remigio A. Arzadon, Jr., Supervising Auditor lectured on the topics: accountability and responsibility over government funds, personnel services, and travel expenses. Lastly, Engr. Maria Cecilia G. Alonzo, Stage Auditor V, discussed purchase/construction of PPE.

Each participant received training handbooks on Government Expenditures, and Cash Management and Control System to help them obtain a better understanding of the various operating systems in a government agency. These cover the laws, rules and guidelines on the utilization of government funds.

Exercises were also given after each topic to determine the level of understanding of the participants.
